The clouds envelope the top layer of the photograph, the colours make for an exciting feel along with the people on the beach. The water takes this excitement and calms it down enough for the viewer to get the full affect of what exactly is happening.
Nature is a marvelous thing, and to be able to incorporate it with our everyday lives makes it just that more magnificent!
You can even see the mountains behind the city buildings, all in all this photograph deserves and A++.
